PLANETARY CONDITIONS

On Utopia Rising building anywhere on planets and cloning City Hubs buildings still applies.

REBELLIONS:

The cities        on different planets will uprise on the turn shown in the turn counter. For example: planet 1 rebels at the end of turn 4.
When  the cities on one planet rebel, each successful  rebellion gives a -3 to your final score.

Example: It's turn 2. Planet 2 rebels. Planet 2 has 2 city hubs, so you type -6 in the planet's rebellion box.

Rebellions can be quelled by completing missions from the 3 Houses. Elyria prevents rebellions by completely surrounding City hubs with Greenery or Water.

For example, when Planet 2 rebels, the player has successfully isolated the central city with water and greenery, avoiding the -3 penalty. However, they failed to isolate the city in the bottom-right corner. As a result, instead of a total -6 penalty, they only receive -3, which they record in the Planet 2 Rebellion box.

House Novaris can build Labs beneath City hexes. On the turn a planet rebels, they roll a number of dice equal to the Labs under cities on that planet and record the total sum in the planet box on their Mission Plate. They sum the 6 numbers to get their score.

In the following example, Planet 2 rebels with 2 city hubs, resulting in a -6 penalty for the player. However, the player has built 2 Labs, 1 under each city hub, allowing them to roll 2 dice. They roll a 5 and a 2, totaling 7, which they record in Planet 2's box on the Novaris Mission Plate.

House Drakhar can reduce the rebellion penalty by 1 for each Base adjacent to a City Hub.

In this example, the player stacks a Base on top of an existing one, marking the hex with two black lines to indicate two stacked Bases. When Planet 2 rebels, both cities impose a -3 penalty each. However, because the stacked Base (with a power of 2) is adjacent to both rebelling cities, the penalty is reduced by 2, lowering it to -1 per city. The player then sums the penalties from both cities and records -2 in the Planet’s Rebellion box.
